My friend wants to join the PC Master Race but with a budget of $1000 CAD after tax (13%), and he needs a monitor, keyboard (does not need mechanical), mouse and audio.

The most demanding game he plays is BF3 (he's fine with medium settings) and a lot of Minecraft. He does not care about brands or anything like that. (Not a fanboy)

He does not want to overclock.

it may pop up the price but it should be still within the 1K CAD budget & there's that AMD Never Settle Space Bundle for them free games

overclocked RAM is a big waste if your not going for some high performance grade machine, you could go for something cheaper and shave 20~30 off. Also the same as DenzelFenzel mentioned. Upping the GPU a little bit might give get him something he didnt even know he wanted. 270x is a good pick, or you can check out a 760 or even 770 on some sites, the GTX price drop has knocked a few higher end cards into your price range
