Okay, I just got a new EVGA GTX 780 FTW card today. And I am wanting to over clock it. But I am a complete novice and beginner when it comes to this.

Here is a picture of my GPU-Z info:

What would be the best core speeds to use in the evga PrecisionX program that are stable? I don't want to go crazy with it but enough to pull out maybe another 10 fps in games?

My baseline overclocks start with +50 on the core and +200 on the memory. Then I test in Heaven Benchmark 4.0 for stability. If it crashes, then I know I have to lower the core. If I get artifacts then I know I have to lower the memory. If it makes it through a full pass of Heaven then I increase it in small increments and re-test with Heaven.

The biggest test for stability comes from playing a game or two for an extended period of time. You will find that you can have your clocks much higher in a benchmark than in a game. So if I start getting crashes in game, I start backing down the overclock in small increments to fine tune it.
