Did you plug in the power connectors to the video card?

obs: my motherboard presents debugging led , and it stop in A9 = BIOS setup is started

That would mean that mobo works. If your monitor has DVI/VGA, use them instead. Sometimes mobos are tricky with HDMI, same with video cards. If you troubleshoot between GPU and mobo, remove GPU while trying to get POST with mobo. Another thing is that your CPU may not have iGPU which would mean auto blackscreen with mobo. With GPU it could be even DOA piece. Are your GPU fans spinning?

Unfortunately my monitor has only 2 HDMI and one Display port. Yes the GPU fan is spinning. My CPU is one i7 4790k I really don't know if it has iGPU

It has iGPU. Using Display port would be best since I think most GPUs take that as 1st connector anyway. But recheck every cable. This sounds like everything should be working and mobo even says that its in POST screen. Its highly unlikely that both iGPU AND GPU are broken so you'd only get black screen. With new builds you should be seeing some notice that mobo needs to be configured or it just shows POST.

could be the GPU an DOA piece?

Using Display port only appears "reboot and select proper boot device" nothing before it. The BIOS screen didn't appears

What motherboard and keyboard are you using? What have you tried to get into the BIOS?

"PSU brands are meaningless, look up the OEM."

That means its working correctly. Boot again and press del or F1, F2, F12 to enter BIOS. That message means that BIOS can't find device with OS/Installer.

Z97X-gaming G1 Gigabyte Black Edition, my keyboard is old but it is working (I'm using it now). I already try to press "F12" and "del" that was in the mobo manual to start the bios.

Del is right key. You should be able to enter into BIOS if kb is working. If that board has USB2 ports, use them. Sometimes BIOS can be bit buggy with USB3 ports.

I still can't access the BIOS. When i press "del" the screen only keep black

So you don't see POST screen at any point? Try to clear CMOS by flipping on-board switch while system is turned off and disconnected from power completely. Also check, just to be sure, that other switches are set to dualBIOS and primary BIOS. Since you are getting into boot device screen, mobo, cpu and ram are working. About the GPU I'm not so sure. If you can, try it on another machine or RMA it straight.

I can't test anything yesterday because of my work. OK now the "reboot and select..." message doesn't appear anymore. Now the system only stay in a black screen with a dash on top left.
