Hello,  I am currently using an i3-3220 and it works perfectly fine for most games but with the new generation comming out im just looking for a good priced upgrade to go along with my soon to be MSI GTX 770 lightning, for further information im looking or interested in a 800 dollar cpu, just something to play 99% of games on medium or high @ 50-60 FPS. thank you in advance.

i5 would probably be good.

get a 4770k and a good mobo to match it :) with the cpu and mobo youll be below your 800 budget and thats the perfect gaming chip :) either that or a 3770k

If you don't want to buy another board(and frankly, Haswell isn't worth it if you have an IVB motherboard), get the 3570K.

does the 3570K heat up more than the 3220, currently in idle or well internet browsing its at 30 degrees celcius and under load around 40° plus or minus, and would a WC set be worth it for OCing or should be i ok with air cooling. my case has 5 120mm fans and 2 80mm fans.

Air cooling will be just fine. You can get away with a Hyper 212+ with a decent OC. Your temps will probably increase a bit.

for a 3570k you will be fine with a decent aircooler, but if you want to keep things even cooler go with something like a H220.

If you decide to go Haswell, don't expect to OC very far on air, they get insanely hot.

You should get the i5 definitely, if you wanna buy a new mobo and cpu, get the haswell with 4670K
but if you wanna get 3570k, its still one of the best choice out there. 

And you won't see much difference in performance with ivy bridge and haswell chipset, just 4% and 10% in handful of games. 

But when it comes with power consumption you should remember that haswell consumes less power than ivy bridge.

3570k is a great choice. Even the older 2500k is still nice. You'll want a nice cooler and mobo if you want any outstanding overclock.

sorry if i didnt clarify earlier my entire current build was less than 800,starting point.

 

Now with a soon to be salary increase by triple I will be looking into better hardware thought im gonna be going under a full upgrade short of the case,ram and HDD/SSD

I just hope you cheap out on the video card, that's the most important part of a gaming pc. ....A case and ssd can wait for a nice gpu and mobo.

currently i have an OCZ 500W non-modular but i will soon be switching it out for a modular PSU. (hate the extra cords that are unused(thinking of just cutting them))

If I was you I'd keep the psu for now and use a piece of painted aluminum as like a "floor" on top of the psu over to the hdd cages. That'd cover those wires and then you'd have a basement in your case where you can throw ssds and cables with no care because it won't be seen.

 

Cutting off wires seems like it would look pretty bad unless you did from inside the psu.

The extra power saving options are off by default on motherboards.

The 3570k and the 4670k will be adequate if you plan on using this for gaming.
