Does anyone know how I can add the AMD Graphics Driver to load during boot up etc and not once i get to the Windows Logo. 

 

With no graphics driver, the display is 1/3 black and moved to the right, During BiOS, Safe mode And in Windows OS.

 

With the Driver installed the display is 1/3 black and moved to the right, during the BIOS and Safe Mode but once it reaches the OS the Graphics is correctly displayed.

 

So If i can run the driver right away, when i enter my BIOS or Safe mode I can get correct displays.

 

 

I would expect to do something in System32 folder but unsure what i can do to fix this. And i don't believe there is any option in my BIOS that allows for the driver to be loaded etc.

 

 

I have Windows 8.1 now, And specs in Signature.

No. The drivers works on Windows, not with the BIOS. So it needs to load Windows first.

Then you have a problem.

It's probably your monitor that doesn't support the resolution and/or refresh rate the card is displaying at prior to the drivers loading.

Im using the iGPU, and my TV supports 23Hz to 60hz with some Interlaced. Ive even created fake 'supported resolutions' for my tv to use during boot and nothing,

Then you have a problem.

It's probably your monitor that doesn't support the resolution and/or refresh rate the card is displaying at prior to the drivers loading.

Impossible. That's simply not how drivers and OS'es work. That's what a driver is: a way for the OS to know how to use a device. The driver is created specifically FOR windows, and windows loads drivers during boot. No way to load drivers during BIOS. 

 

Doesn't mean there's not a fix for your problem, but it's sadly not as simple as that!

I suggest the same thing as a previous user.  Your TV probably doesn't support the resolution and refresh rate combo.  Try updating the BIOS, this often includes better iGPU support, especially if you have a early bios revision.  But before you do that, just check to make sure your TV doesn't have a option to shift right/left.

Its a TV and doesnt have the audo feature. My bios is the latest, i keep everything up to date. The only funcion i can do is change the ratio aspect, auto, 16:9, 4:3, Overscan etc.

 

What cable are you using? If it's VGA you could try pressing the auto button on your monitor, sometimes that fixes some problems. Might work with other cables too.

Ive tried like everything

With VGA having that "black box" around the display area is normal as it is a analog signal and has to be "stretched" out.  If your running over HDMI Im willing to bet that its pushing out 59hz while the TV thinks its 60hz, thus causing the offset picture.
