You can paint the fan frame on the outside with no consequences. If you paint the blades, you need to use a very thin paint coat or it can start causing more noise.

Yes you can paint the top of the heasink black as long as you use a paint that can stay on metal at high temperatures, at least 90C+ degrees

I will be buying a Noctua NH-D15 but the noctua fans for me is ugly . how can i paint them to color black and red ? if i paint it will lessen its performance ? and the silver heatsink can i paint the top to black ? i attach some pics . i want to paint the box red ones to black only the top not all parts of heatsinks can it be ? sorry for bad english

Buy different colored fans?

Also, pretty sure painting the top won't make a difference to performance.

like Enderman mentioned, just make sure the paint you are getting can withstand temps of 90-100c

also avoid a thick coat.

took a bit to mask off to make it right, but in fairness i'd been better off a satin black.
 
yours in red would be ok, but prolly too "bright"
