I would go with gigabyte, msi, or evga (if you want to go water later, or now) for the video card

Also I'd go with a more efficient power supply maybe a more powerful one too just to have more headroom in case you want to add stuff later]

I would get a better cooler, like the h220x or h220

If he wants to watercool it doesn't matter what brand he gets. They are all reference.

The GTX 970 is far better value than the GTX 980.
 
The EVGA PSU will allow for a 2nd gpu.
