Power failure email notification

The past few days i have been getting some unclean power. I am looking into why this might be, but for now i need a short term solution.

 

I have my Windows Server setup so when the battery backup reaches 20% it shuts down. However, is there a small application available that will monitor the system, and if it switches to battery power it emails me? This way i can remotely do as much as i can before the battery dies and the network goes down.

I have my own mail server, i just need a client to do this.
