Your graphics card cooler is spinning at 700rpm wat? Mine are spinning on 1850rpm (50%) on idle and it's noticeable at best, not a nuisance whatsoever. To achieve silence have the case fans spin slower and the graphics card a bit harder. The noise will go down but the temps should really not vary by a lot.

Sorry, the best GTX 970 cooler called, he wants a word with you.

No seriously the Gigabyte G1 GTX 970 is the best cooler at the moment (beating the otherwise by a significant margin or 7-13C) and the windforce is not shite, just a bit louder but you can deal with that. YOu could also put that noise foam stuff inside the case to dampen the sound if it bothers you. This foam is not expensive at all and is pretty easy to install

Then you must have had a bad sample or whoever got that had a bad one because Linus used dual Gigabyte R9 290 in his surround build and got 89C in STRESS test in Crossfire (so even higher temps) with an OC. True though the windforce is more optimized for Nvidia cards where it absolutely rocks the charts at the moment.

Can't condemn a cooler in its entirely across 2 brands even just based on one bad card

True, but it's a fact that smaller fans are always louder than bigger fans. And that's what we were talking about in the first place :D

If you get them in SLI you would be better of getting EVGA 970 with a reference style cooler (Either the magnesium shroud or the plastic shroud)

The Palit card has a reference style cooler though I do not know how Palit customer service is so can't really compare them to EVGA. Also looking at Pcpartpicker the UK does not seem to have Non-ACX GTX 970 from EVGA. That's weird...

Wait, the Palit card is also not on PCpartpicker, just a second

Edit: Okay so you have a few options for the reference cooler (also on Scan.co.uk, amazon.co.uk and Ebuyer): PNY GTX 970, Gainward 970 and Palit 970. If you have ample airflow in your case you could still go open air design in which case I highly recommend the Gigabyte G1

I have a phanteks enthoo luxe case

What you can do is use software to increase the fanspeed of your windforce cooler to see if it's the one making the noise.

I have an windforce cooler and switched cases recently. Most of the time the noisiest part of your pc are the case fans. Try running them at 7v or the lowest they can go, should make quite a difference.
