Computer shut down suddenly then trys to reboot nothing happens

The computer repeatedly shuts down suddenly while in the os.After that computer trys to reboot but the cpu,case fans,video card is off.Computer then shuts down and repeatedly  tries  to reboot only psu turns on.I don't what do please help.

switch the PSU off wait a minute and it should start again.

Question, if the CPU/fans/GPU isn't turning on how do you know it is attempting to turn on?

 Also, how is it "repeatedly" shutting down if it never reboots?  Enharently it must at some point reboot if it is "repeatedly" shutting down.  Please redo your experiment and document it accordingly as it is the ONLY way we can fully diagnose your problem.

I mean when I turn it on it doesn't turn on  and tries to turn on again.But nothing happens the cpu,fans and case fans are still off.
