Okay... Help. System not powering up.

Hey guys, the title says most of it but I'll explain the situation. I am trying to turn on my computer but it won't power on. None of the fans spin, and the power supply doesn't work when I hit the power button. However, I tested the power supply and it works fine, so I don't think that's where the problem is. The motherboard light is also clearly lit up, meaning power it getting to it. So it seems that its just the power button that doesn't work, and I've checked all of the headings on the motherboard and made sure the connections are in the proper positions, but I can't get it to work. The system worked fine the other day, and I didn't move the headings. The only change I made to the system was adding a r9 290x in place of a GTX 770, and I placed a cap on the "chassis intrusion" pins. That's it. Any ideas? Thanks.

Try shorting the pins on the motherboard (bypassing the power switch). 

 

Oh, and try it with out a graphics card (or your 770), when it works put the 290 back in and try again. 

 

Btw, "Chassis intrusion" pins? mmm?

So how does shorting the motherboard pins work? Do I turn the computer off, then poke the power button pins with metal, then turn the computer on and then poke them again?

You turn the computer on by shorting the pins.
