Try do a store reset first by running wsreset.exe at Start Screen.

The system probably ran some tweak tool of the OS, and screw stuff up.

I had this, when I was trying tweaking tool during the Windows 8 beta days, as I was curious.

After some digging, this is what I had to do to fix it:

Open PowerShell as Admin (Win+Q, and type PowerShell, right-click on the result and select "run as Administrator")

Then put: Add-AppxPackage -DisableDevelopmentMode -Register $Env:SystemRoot\WinStore\AppxManifest.XML

And hit Enter.

Once its executed, restart the computer, you should work. Else, do wsreset.exe again, and now it should work.

I Have just tried this and still doesn't work.  Any other suggestions?

You can try download Windows Repair (All-in-One) and use repair no. 28,29. Create System Restore first in case thing get screw up.
