ermm ive heard stuff of amd gpu's not being good for minecraft for shitty optimization reasons dont make fun of me for mentioning it but idk, ive heard it more than once from people with amd cards.

Are you getting an average 30 or is it just locked to it? If it's locked OBS might limit videos to 30 for better compatibility with youtube (just a wild guess)

Remove FPS limiter and if ure using newest minecraft (1.8) disable VBO or something

i fixed this problem by using external hdd thanks
