ISP's usually allocate data for off peak and peak times, an example would be say you are paying for a 120GB broadband connection, 60GB can be used on Peak and 60GB is used for Off Peak, read your terms and conditions to see your peak/off peak allocations. You may have used all your 60GB on peak time hence the data rates drop to a rate that is very slow.

I you have a limitited data plan, that lowers your speed when you have used up you data, that might be why. It could also be the peak hours you were talking about. I don't know what rules apply where you live, but where I live there can only be up to a 10% lowering of the speed during peak hours. If there is more than a 10% speed drop, your ISP can't legally demand full price.
