I'm just changing from Z87 to Z97

You will almost certainly be fine and not require a reinstall windows itself.  

As everyone is saying above, you'll probably just have to re-enter the Windows CD-Key.

Well, I haven't tried it on 8.1 but it is always a good idea to reinstall the OS when changing the motherboard. You should be able to change the CPU without issues.

It should (I quote SHOULD) only require you to re-enter your windows key.

Depends if the how dramatic the change is, but it is best to perform a fresh install.

Fragments of the Operating System's registry and necessary files that are created during Windows installation uses the information provided by the CPU / motherboard that was used at the time.

It depends on the chipset jump.  If you're doing something like X38 to X99, you will almost certainly have to reinstall.  If the jump is smaller, then you probably won't have to.  

Isopropyl alcohol is all you need for cleaning CPU's and motherboard components.  No, you don't need [insert cleaning solution here].  -Source: PhD Student, Chemistry

I'm switching from Z87 to Z97 and to a i5-4690k
