So, I have a great opportunity of getting a new computer with technically infinite budget, but I'd like to keep it as low as possible, since it's a gift and I don't want to ask unreasonable amounts.

General internet usage aside, I will be doing some programming and video editing, and if I have free time, I might play some games, but that is certainly not the focus of this build.

I live in eastern Europe and I am likely getting the parts through a company, so I can't really be certain about the prices - instead I will list the components I think are good for this build and hope that you will be able to fill out the blanks judging by the rest of the build.

In this list I will have two choices for each part - a build slightly above what I need for now and a build that I feel is the most I can ask at the moment.

(Component: [more expensive] or [cheaper]);

Motherboard: Sabertooth Mk2 or a bit more generic, not exactly decided Motherboard.

CPU: i7 4770K or i5 4690K

RAM: 8 GB of Vengeance - the system will run very well with this either way and if I upgrade, I will do it with my own money.

Case: Not that important in either build, I will likely choose something that's not very expensive, since it wont cost much to upgrade by myself if needed later.

HDD: 1TB WD Black will fit in both.

SSD: None for now, will later get one myself.

Graphics card: The trickiest of the parts. I am not sure about my choice here and I hope you will be able to help.

Power supply: Depends on the graphics card, so not decided yet.

I have all the peripherals from my current computer and I will not be overclocking, because I want it to live as long as possible. If you can help me fill the blanks, I will be very happy, but I wont bite if you tell me that I should change a part that I have decided already (as long as I get an explanation.)

The Wannabe is no longer. Replaced by the Flotilla. If you replace every part of a computer is it still the same computer?

Motherboard: Sabertooth Mk2

CPU: i7 4770

RAM: 8 GB of G Skill

Case: Fractal Design Define R4 Black Out

HDD: 1TB Seagate Barracuda

Graphics card: EVGA Geforce GTX 760 Superclocked or Gigabyte Radeon R9 280(or 285) WindForce

Power supply: Corsair CX 600(maybe 650)w

I changed RAM simply cause Corsair actually has some of the most overpriced RAM there is and if you look it up actually has decently bad RMA rates...

Chose case cause it's known for being the best case for it's price it's got decent airflow yet is very quiet

Changed HDD cause WD Blacks are overpriced (there Blacks and Blues are the same drives only difference is warranty and Barracudas aren't any different) for their performance

On video card I gave 3 suggestions based on if you like Nvidia or AMD I gave 2 amd suggestions because the 285s slightly more expensive but slightly more powerful and power efficient and has new features you may wish to use in the future (like FreeSync Compatability and more)

Powersupply I chose something from a reliable brand with enough watts that you probably can CrossFire or SLI in future assuming you don't OC since you said you wouldn't OC  *which you said you wouldnt but till you add in the second card it'll be fine*

Thanks everyone for the answers! With the advice I got there, the two builds look like this:

MBo: Fatal1ty killer or Sabertooth

CPU: i5 4690K or i7 4790K (I am not sure about the difference between this and 4770K - 4770K is more expensive but seems to be worse)

RAM: G-Skill 8GB

GPU: GTX 760 or GTX 770

I've got the rest figured out, and if someone has the time, I'd appreciate comments on both builds, since I am getting the list ready for both.
