yes of course! Really easy to do as well!

Go to PC Settings -> Update and recovery -> Recovery -> Remove everything and reinstall Windows.

And the process will start (after a "are you sure" message, of course)

That is all. The system will be wiped cleaned, and Windows 8.1 will be cleanly installed (well as you got it out of the box, to be exact)

Windows 8.1 will have your wireless drivers, and graphic drives and core essentials, and It will get the latest Surface drivers from Windows Update under the name of "System Firmware Update".

Tip: Be sure that your system is fully charged at 100%, and system plugged in, before you start the OS re-install process and firmware update. (actually I think Windows will block you, if you are not)
