Hello!

I've been having this issue for a few weeks, I've posted on other forums but no one seems to respond or know what's happening.

It appears that installers for programs cannot access the internet. I recently tried installing internet explorer because I can't download files inside CS:GO, therefore I am unable to connect to community servers.

I am however, unable to install IE because the setup needs to pull files from the internet in order to install. I can also not update java and other programs that need to update themselves. I can however, update

steam games and download other things like setups and pictures. "Avast!", my antivirus has a built in software updater pictured here: http://puu.sh/bwtdZ/07a0e590c0.png and it is the sole thing that can update my programs.

I already ran I virus scan with avast (I was however, not in safe mode) and it came up clean.

Can anyone help me? I'm in dire need, currently trying to install Cygwin which I need to access the linux servers at my university, but cant install it since it needs the internet to download the required files.

I'm running Windows Ultimate SP1

Are you connecting from somewhere with access restrictions??

My router was recently hard reset, so I don't think so.

Try connecting via VPN... It might be because of your ISP...

Also 11Mbps downstream is way better than my 2Mbps...

I don't know how to connect via a VPN... can you link me some material?

I have family members using my internet most of the time, usually my download is 2Mbps :P

EDIT: I installed PrivateTunnel and attempted to download IE 11, it still did not install.

I remember Avast having some stupid issues with it's firewall, try disabling it. If that doesn't work try temporarily uninstalling Avast completely and see if it works without it, then re install avast. Also turn off windows firewall temporarily and see if that fixes it, sounds like firewall issue to me if some apps can get through but not others.

Tried that, no dice.

Install, open, select a server, and you're good to go... It's basically a VPN where you can choose the location of the server you're connecting to...

The basic instructions are on the site itself...

My first install was corrupt or something, I couldn't select servers, could only manually input them.

I correctly installed the program and connected to a server, IE11 still won't download but Cygwin is installing at a good rate now.

Perhaps I don't meet some requirements for IE11, gonna check their site now.

EDIT: I was able to install IE11 using the offline installer.
