troubleshooting help

Hey guys i recently built my first rig ( i3-4130, gtx660 asus direct cu2, h81I-plus asus motherboard, 8Gb ram, and a 430W psu) whenever i restart my computer for some reason it runs very slow for example when i drag my mouse across the desktop screen to make the blue box thing it lags severrely but when i reinstall the graphics drivers it works fine. due to my internet speed having to restart my computer to troubleshoot some other problem or even if i wanna turn my pc off for a bit i have to wait a couple hours before i can play games again.. i filled out an rma form for the graphics card but if i can get it to work normally without having to wait a week or 2 for a new gpu i would preffer that. any suggestions?
