I've done it. I had a 3770K at 4.6 on a hyper 212. under load got to about 80C max.

I accept no responsibilities for dead CPUs though.

Maybe. It's really not an easy question to answer. If you win the silicon lottery you can probably do better than that, if you dont, you may not be able to get much over stock speeds. Hard to say.
