why dont they make games utilize everything?

Because there's a million and one combinations of hardware that they just can't, so they generalize the coding to make it work as efficiently as possible. Your computer can also only run as fast as the slowest part, which is why there's several levels of storage, each getting faster and smaller just to be able to process everything. If your CPU ran instructions straight off your hard drive it would take you hours to start Windows.

The instructions for a CPU to perform operations go from the hard drive (slow) to RAM (less slow) to the cache in the CPU (fastest) before they get executed. If you went from the hard drive straight to the CPU it would be slow as hell because of how long it would take for each operation to be loaded, performed, stored, and so on.
