bully minimizes on startup? help please

here a video to give you the idea. ill list specs and troubleshooting and everything below. (those wierd textures on startup and *minimize* dont come that is the recorders fault.) the steam "game launch" window doesnt even show up. and in comparison HL2 and portal 1 both work. and they are older games too? and the sims 2 works. and the old command and conquer games. alot of old games work?

so the things i have tried

 

1. the usual steam trouble shooting stuff, verifying and re installing game files. and installed the directx and another thing from game files.

2. the 1.2 patch doesnt install, the install shield says error 1628: installation cannot be completed.(but games on steam download with latest patch... i guess)

3. reinstalled nvidia drivers.

Space Journal #1: So Apparently i  was dropped on the moon like i'm a mars rover, in a matter of hours i have found the transformers on the dark side of the moon. Turns out its not that dark since dem robots are filled with lights, i waved hi to the Russians on the space station, turns out all those stories about space finding humans instead of the other way around is true(soviet Russia joke). They threw me some Heineken beer and I've been sitting staring at the people of this forum and earth since.

im so used to off topic. didnt realize till now. gonna wait for this to get moved, or just make another post on the troubleshooting section.
