Unless I'm mistaken, it's Pando Media Booster, optimizes downloads of large files, etc. Google the error message on ways to fix it.

I am pretty sure its Pando Media Booster. You can just uninstall it because it is not needed for any applications I think. The application that I am aware of that uses this application once to download game data in the beginning is LoL.
