What exactly happens? Are you shutting through windows, monitor loses signal, but fans and lights still running? Some system specs would be great? Probably posted this in the wrong section too..."CPUs, Motherboards, and memory" may get you better responses

off topic, why on earth do you not have a GPU?
because he uses the onboard video?

Depending on your motherboard, mine has the ability to power some devices even when off. (like it still powers my USB i can charge my ipod) Make sure your running your latest motherboard drivers in case that feature is malfunctioning somehow and powering your fans? That would be my guess.

I would like to add to this.

Some power suplies still keep the fans powered for a short while after the system is turned off to let the PC cool down after use.

Need a little bit more info, seems like quite a strange issue... posting a video would be great! The only thing I can recall seeing similar to this was a short on the front panel connectors which caused my system to act a bit temperamental....would power off suddenly and sometimes when shutting down would switch itself on again...That's all I've got based on the info provided ...

Is this a new build?

I think it is your PSU. it is still circuiting. Check your motherboard cable to see if it is damaged.

I have had this problem before. Every body uses a but I turned off and unplugged it from the wall. Followed by unplugging all the cables in the case, Mobo, CPU, GPU, HDD SSD, what ever there is and plug them back in. This resolved the problem for me. Make sure there is enough 'Lee-way' of the power connector, if they are not making proper contact this will cause problems.

i've got the latest drivers and i tried only shutting down with only the keyboard. the keyboard goes off after that so i do not think it has that ability. the fan is a molex pluged into the power supply.

Yes it is a new build. I will make a video if the other suggestions dont work.
