So I just finished my build last night and I noticed when I changed settings in the bios and saved and restarted it would try to restart but the screen would just go blank. I Held the power button down to force shut down, then booted back up, when it posted, the computer acted as though I had "restarted" it. Same problem after I got Windows 8.1 installed. It will power on and shut down, but if I select "restart" in the OS or push the "restart" button on my case it will try and the screen will go blank, the fans and lights inside my case are still going so I know its trying to restart but it just gets stuck somehow and I have to hold the power button to force shutdown. Anyone know what might be going on?

This exact problem also seems to be happening with my laptop...

So I'm gonna stalk this thread for a bit to see if any solutions come up :3

I had a similar problem when I shut down my computer. It would either go blank and the fans and stuff keep spinning or restart instead of shutting down. The only solution I could find was a clean install of windows. 

 

Edit: Just noticed this was a problem in the BIOS too so I don't think it's the windows. Faulty Mobo maybe? Not entirely sure.

Test Ram, remove any over clocks and test again. If your not posting on reboot and had the issue before installing the OS. run throuhg the regular steps of checking hardware when post wont work.

The problem for me is when my computer reboots it gets past the windows is restarting screen then just sits there at a black screen, and doesn't go through the bios thing or anything like that.

Dose it get to the powered down state? I.E. All lights turn off then back on?

Check Bios for option to turn on POST code beeps. Might give you a hint if its a hardware issue.

if you think its an bios issue, press the clear cmos button-reset the bios

No, it never actually reaches the powered down state, it just sits there running with a blank screen, all the lights and such that would normally be on are still on.
