Hello, and sorry if my question seems so ridiculous and stupid. But here's my problem. ATT only offers 768 kbps (~85 KB/s) at my location, which is actually fine for gaming.  I can play all multiplayer games nice and lag free. That is until somebody gets on the same network and starts using it (my brother), then I start to lag like hell, jumping from ~50 to 800+ ping. So the result is, I can't play multiplayer games while my brother is using the internet, and we can only play when he decides to play too (He's 22, I can't do anything about it, and he pays for it). So I can't play while he's surfing, and vice versa. I was wondering, is there a way to allocate our own bandwidth to each other? Let's say 350 kbps to me and 350 kbps to him? So that it wouldn't interfere, and I could finally play while he surfs. And sorry if this seems like a stupid question, but I thought I might just give it a shot. Thanks for any suggestions and tips.

If you look inside the router's setting you will see that there you can find options for this

where do you live that you cant even get 1 Mb/s underground? to answer your question you can do it  with most decent routers  mostly labelled QOS (quality of service) but i guarantee you it would be awful

I actually live where it's VERY VERY VERY possible to get internet, fucking hell there's a neighborhood next to ours that does. But for some reason no fucking company we've called will actually install it at our house because "it isn't available". Sorry for my cursing but it's so enraging.

On the router under QoS it should be a couple of settings that can allow you to alocate a min bandwidth for certain applications or IPs, most of the times online games barely need a couple of KB. Some more modern routers let you establish priorities for apps.

Well, I don't live in a community, it's just a house straight off a main road, and the like literally 500 feet from our house there is a neighborhood. Hell, I think Austin is one of the few cities in the US that has Google Fiber. So I just don't understand why ATT nor  TWC can't  get service.

@Interfectorem what does your speedtest say? do u mean u have 5.6megabits down and thats equal to 700kilobytes? or u only have 700kilobits?

It's 786 kpbs (kilobits), so it's ~85 Kilabytes
