a 21.5" panel recommendation?

i live in UK, my budget is about £120 for a panel max.  my original choice was about £60 pounds, but i got a little more budget.  let me say first, i don't game, well not often, about 1 hour per week on average, so i'm looking for IPS panels, because i do do graphical designs as hobby and interests.  if there is a cheaper and bigger monitor, then i would like to more.

personally, i'd like to have a bigger monitor, but my budget restrains me.

+ i would like to buy a drawing tablet, a big one(at least 20*20cm), so £120 is my limit
