That's how I would do it.

that won't work when moving the OS to a new drive

I tried doing that and it gave me some sort of permission error. from what i saw it look like it copied most of it tho. Should I try it again and ignore those permission things?

That's probably OS stuff. See above post.

Someone told Luke and Linus at CES 2017 to "Unban the legend known as Jerakl" and that's about all I've got going for me. (It didn't work)

Hi there

I would recommend you to boot from the new drive, do a clean OS installation and copy whatever you like from the WD Green. I don't know the case, but you can always keep the drive for storage purposes, because it is designed to be used as a secondary drive.
Other option is to connect the new drive and do data cloning. You can use Acronis True Image. I leave you some more information about the software and a download link.
