GPU fan help!

I just bought a new GPU from Gigabyte its an R9 290 with 3 fans but one of the fans won't spin. So I turned of my PC and noticed that the other fans spin with no issue if I manually spin them but the 3rd one has a clicking noise it makes, but when the computer is on it will spin for a short time and in that time it was click loud eventually stopping and it will also go sometimes when I make it spin. I dont know what it could be any suggestions?
