4 120mm Fans in a Corsair H100i ?

I saw this picture ( http://www.overclock.net/t/1430077/lightbox/post/21173178/id/1742050 ) and I saw that the H100i Cooler has 2 AF 120mm fans on the bottom and 2 on the top. I was wondering if this improves the efficiency of the radiator or if its just for looks.

If you have two good static pressure fans on a Rad adding two more will not make a difference. Just get two good fans and save yourself some money(hint: AF120's are bloody awful rad fans)

on thick radiators such as the alpha cool monsta rads which are 60mm+ thick it improves performance as the second set of fans help pull air through it. but on a h100i its not justifiable as a decent set of static pressure optimized fans should be fine. a couple of corsair SP 120s would do the trick... but yeah, its  often done for looks

Is it better to have High Static pressure fans all throughout the case, or just for on the radiators?

Static pressure is good any where there is anything impeding airflow.

Pretty much, a good static pressure fan can perform well in any situation where an airflow fan can only perform well in a unrestricted mount.

if two fans at 2000rpm do the job, but highly audible, then moving to four fans

(push/pull) at 1200rpm less noticeable noise output and still have the same

temperature control is usually why most should do push/pull.
