Help! GPU stuck at max frequency!

OC software will mess up the driver settings

So I was trying to overclock my gpu (see parts list) with EVGA Precision X and running furmark and now it is stuck at the maximum frequency. I tried restarting, switching the bios switch on the card, and unpluging the card, none of which have worked. What the heck is going on!?!?!?

Also I tried uninstalling Precision X and then reinstalling it, only to find that you cant download it anymore so I downloaded MSI Afterburner.

EVGA 780

Intel i7 4770k 4.3 GHz

Asus ROG Maximus VI Hero

Gskill TridentX 2400MHz

Corsair RM850

Budget? Uses? Currency? Location? Operating System? Peripherals? Monitor? Use PCPartPicker wherever possible.
