Not for all of them, many new PSU's are coming out with let's say a technology which makes the fan turn off when the PSU is and almost no load or at low temp

Some PSUs that have come out recently stop the fan when the PSU is cool enough. Is it possible that the PSU is just quiet enough so that you can't hear it over the AC? Or maybe the fan turns down a lot when it gets cooler?

No, I've seen lots of PSU's with crappy fan profiles like the AX860i for example.

He's complaining about the fan profile being agressive, even the ax860i suffers from this issue.

There are some psus that have semi-passive cooling where the fans will turn off when not needed. There are also psus that have fans that vary in speed. 

I don't think your psu does either and it might just be the noise of the AC masking the noise from the psu fan.
