Nope, even if you could somehow magically change its OS, that thing doesn't have enough horsepower to run any PC game.

I'd like to see someone build a better console for a lower price, running the xbox one OS just as a joke. Could do it in a small form factor build?

I don't think it would work, since Steam OS isn't compatible with the Cell processor used in it. But you could install one of the Linux distros designed for the 360.

What you could do is build a mini ITX rig inside the Xbox 360 casing and stream your games over Steam OS.
