It is safe, but a CX500 isn't the greatest unit in the world and will probably have the fan at max all the time and run pretty hot.

 

If you want good upgrade, the EVGA Supernova G2 and B2 models are very good quality and value (superflower OEM)

 

Just to be clear though, you can run the system on the CX500 without having to worry about safety.

my pc is very loud.

do you think it is my amd 8350 stock cooler

or my power supply.

or my current graphics card the amd 7870.

The stock cooler. It SUCKS.

Get a hyper 212 evo.

Get a new cpu cooler. 
Amd ones are known for being pieces of crap

If you put a nice fan on it yeah. But the one it comes with is also really good.

Should, yeah.

Not sure since you have an amd. I know the tx3 doesnt need the mobo to be removed. But either way its not a big deal for that much improvement.
