Budget? Uses? Currency? Location? Operating System? Peripherals? Monitor? Use PCPartPicker wherever possible.

First of all @drake6651 what graphics card have you got installed in your desktop? current driver? do you know what ambient temperature your room is? any overclocks?

i have a 780ti and the usage is a 5%

and everything else is where it should be

 

5% shouldn't yield 60 degrees.  Unless the room you are in is really hot, or the airflow in your case is poor.

my driver is 340.52, 25c, no overclocks

what about the fan curve?

 

can you take a picture of your inside of the case
