Upscaling is just converting one resolution to a higher one. In the case of converting a 1080p video to a 4k video one pixel will just be converted into 4 pixels. It doesn't increase picture quality, that's about it. There is legitimate 4k content out there, but most stuff, especially on youtube, is just upscaled.

Upscaling works by analysing the image and using interpolation to work out what the missing pixels should display, so in the case of upscaling 1080p to 4k each pixels is quadrupled so that 1080p fits onto a 4k screen without stretching it or introducing artefacts

 

(Also some monitors/tvs upscale the frame rate, basically it analyses 2 frames of video, lets say a foot ball is in the bottom left of the screen,and ends up at the top right in the second screen, interpolation means the TV will invent the frames between it, showing the ball moving gradually instead, this creates more fluid motion but bad interpolation can look blurry)

No there are 4k 6k and even 8k cameras available on the market, some smartphones can record native 4k too!

so if i recorded with a note 3, and watched it on my computer, would it be native 4k, or up scaled?

The file would be in native 4k

 

It would actually be downscaled, to run on your monitor (if your monitor is not 4k)

4K only looks as good as the bitrate allows.

Note 3 - 4K does look pretty nice, shits on YT's 4K quality, but obviously phones recording 4K also has its limits on bitrate and quality too.

Many Youtube videos are just upscaled because youtube allows for a higher bitrate at that resolution.

 

Show me these upscaled videos.

 

I download plenty of 4k videos for playback on a 4k TV and I have yet to run into anything upscaled.

 

4k cameras are not a big deal anymore, haven't been for a couple years now.

Most gameplay videos on youtube are upscaled. They look like crap if you leave them at 1080p because the bitrate is way too low.
