I haven't used gpu tweak since it had a voltage changing problem but at the bottom under the profiles is there an apply overclock at startup? Even if you're not changing clocks/voltage it probably also takes care of fan profiles.

For overclocking settings you need to have Tweak running all the time. When it closes, settings return to default. As for startups, have it start with windows and mark apply profile on startup.

Just use MSI Afterburner.

They are all the same. They all use Nvidia owns NvAPI (for Nvidia cards) and AMD's API (for AMD cards), to communicate with the drivers, to set your overclock.

Ok well it's not entirely true. MSI and I think ASUS does implement some of it's own APIs to support some of their own or others manufacture special modified card for extra voltage control options and such, but those are far in between.
