Network adapters that go into the Pci-e interface in your mobo, what do they do? Do I need one?

If you plan on using your desktop in a place where Ethernet is not available or impractical to use, then getting a network adapter is your only other option. Network adapters let you connect to your home WiFi network, and can be in PCIe or USB type. I generally recommend using a PCIe, as I think USBs don't give as strong of a connection, but that's my opinion. I have that exact one you gave as an example, and it works great. I previously had a TP-Link model and it was awful. This one has full signal all day.

No, but I would highly recommend one over a usb network adapter from personal experience if you are going wireless. Also it is noted that ethernet has higher speeds then WI-FI
