USB Devices Not Being Detected - Completely Baffled

As the title suggests, I was working with a computer recently that wasn't detecting USB devices properly. To be exact, it was a family friend's computer, and it wasn't detecting his iPhone, even in the device manager. Because of this, iTunes wouldn't detect it, and he's been unable to use his phone. He tried his iPod (The newest generation. Bought earlier in this year.) and it showed up in the device manager, but iTunes couldn't detect it. The issue started when he downloaded some music off The Pirate Bay, to which I told him that was a bad idea, and he shouldn't do that. Either way, I attempted to update the USB 3 driver, only to get a message saying the driver could not be installed. I also attempted to restore Windows to a point about 2 weeks prior, when it was working, and that did nothing.

I told him to reinstall iTunes and see if his iPod was detected within it then, but that doesn't solve the problem with the phone. (I didn't do that myself because I was out of time and had to leave.) I have yet to hear back from him.

We tried the phone on my notebook, and it connected fine. It's definitely his notebook that has the issue.

He's running a Windows 8.1 Toshiba Satellite C855-S5306.

If you have the Windows DVD, put in the DVD tray.

Open a commant prompt and run

sfc.exe /scannow

Leave it untill it finishes and dont close the command prompt. It should say:

 

"Windows Resource Protection found corrupt files and successfully repaired them. Details are included in the CBS.Log %WinDir%\Logs\CBS\CBS.log."

Report back what it says.

If you have the Windows DVD, put in the DVD tray.

Open a commant prompt and run

sfc.exe /scannow

Leave it untill it finishes and dont close the command prompt. It should say:

 

"Windows Resource Protection found corrupt files and successfully repaired them. Details are included in the CBS.Log %WinDir%\Logs\CBS\CBS.log."

Report back what it says.

 

I don't have a Windows 8 DVD. Just Windows 7.

This problem is apparently still present after reinstalling iTunes. Any solutions?

Found an easy Windows 8 ISO image and.... Well. It didn't say that Windows Resource protection repaired corrupt files.

It actually said "Windows Resource Protection did not find any integrity violations."

So what now?
