I mean if you want to have an airplane effect while playing games at higher GPS, get the 290.

EDIT: Oops read that wrong. I would get the aftermarket cooler.

Get the MSi R9 280x and decent cooler, Xfx gpu's have just gone to shit lately. Used to be awesome, had a Xfx 9600gso last for like 7 years. If you can fit a better r9 290 in the then definitely get the 290.

Well I wouldn't say XFX is 'that' bad. Here's a review of it's own R9 290X DD

 

And here's Linus in a video, comparing some R9 290Xs from different brands. Yes, although its an R9 290X comparison, you could expect similar or obviously slighty less performance from the R9 290

How I plan my builds -

For me I start with the "There's no way I'm not gonna spend $1,000 on a system."

Followed by the "Wow I need to buy the OS for a $100!?"

Then "Let's start with the 'best budget GPU' and 'best budget CPU' that actually fits what I think is my budget."

Realizing my budget is a lot less, I work my way to "I think these new games will run on a cheap ass CPU."

Then end with "The new parts launching next year is probably gonna be better and faster for the same price so I'll just buy next year."

I have a choice between getting a MSI twin frozr r9 280 with a good aftermarket air cooler ( NH-D14,Phanteks equivalent) o get a XFX r9 290 DD with stock cooler. Which should I get. (my cpu will be a i5 4690k)

 

Most people wouldn't like to admit it, but the stock coolers on CPUs actually gets the job done given current factory settings. So unless you do some very high and serious overclocking, I wouldn't recommend getting it for now.

You could still do a mild overclock for your CPU and just set the maximum fan speed or increase the fan speed curve via Bios or whatever.

 

The R9 280's performance is quite far from the R9 290, so I suggest you spend the cash on the R9 290 first then you could get a fancy CPU cooler any time later on.
