Opening Program from different drive?

I have 2 hard drives 1 with windows 7 and 1 with windows 8..... But there's a problem windows 7 hdd is 1tb and windows 8 is 180gb is there a way to open programs that are in windows 7 drive from windows 8 drive

No, you need the programs to be re-installed in the OS and you can put it on Whichever Drive you want.

I swear this thread was here before....

Anyways, some programs that can run portable (standalone without needing OS integration, registry entries, etc) will run off the Program Files folder of the other OS/drive. However most programs will require re-install.

If they are installed in Win8, I guess yes. For my knowledge windows sees another OS drive as storage drive with OS folders. You could also make own partition for win8 softwares on win7 drive.
