Temps : about 30C at start up idle upto 70 to 71 at full load.

i7 4770 asus m51 but upgraded with hyper 212 evo cs650m. 16GB ram

 

You're fine. 

My hyper 212 evo fan is only running at 500 - 600 - 700 rpm is that okay?

are your temps fine?

they will probably ramp up once your CPU gets hot.

It uses a PWM fan. Are these numbers for load? What temps do you get?

 

Also, what processor and motherboard do you use? It will only ramp up if the temps get too high.
