The metal strips at the top and bottom of the plug are ground.

No,India.The plugs here seem to be a mix of european and british plugs.The pins are round and there is a pin on the plug for ground.

Why can't there be a standard plug for 220v and 110v....

They are called Schuko, and not every european country uses them. Italy and Denmark doesn't.
