i had an external drive that got crushed in a move. it has a ton of files on it. i took it apart and removed the hard drive. i put it in my computer but it isnt the correct format. i believe it is fat16... it doesn't even show up on my "devices and drives". how can i access it without losing the data in it?

What is your OS? I believe windows should be able to read FAT16, if the file system is not damaged.

Isn't maximum size of FAT16 something like 4 GB?

 

or change it from fat to NTFS without losing the data

No go, that would require a complete reformat.
