don't panic

check you display connections

restart your computer and go into BIOS

if that works

go to SAFE Mode by pressing F8

if that don't work

run from onboard display from the mobo

I've seen something like that before when I was trying to install OS X on my computer and I didn't have the proper settings for my graphics. It's definitely something related to your graphics. I'm guessing the problem has something to do with the software side of things, possibly drivers, but try booting into another OS (you could make install linux on a USB and boot off of that) and see if that works. If it doesn't then there's probably something wrong on the hardware side of things but if it does then what I would do is just reinstall windows. Good luck! :)

I actually couldn't underclock my 5 year old GPU to make it as slow as a next-gen console.

Is it a AMD video card, also are you running multiple screens in extended mode in Windows? If this is the case, then it's a bug that AMD hasn't fixed... still. When is this happening?

in his profile he got a Geforce GPU

not sure if the problem is on this gpu
