Low GPU usage in BF3

I just returned to BF3 after a year (been playing BF4), as I wanted to play my favourite gamemode again, gun master.

 

I keep BF3 installed on my desktop (it's been on there since 2012). It's not the latest in hardware, but it's still grinding along:

Core i7 870

GTX 560Ti

8GB DDR3 RAM

7200RPM 1TB HDD

 

Now, this my problem. I'm trying to play BF3, but the GPU usage sits around 5%-7%, basically killing the framerate. My drivers are up to date, and I've verified the game's integrity. Everything checks out. Despite the sluggish performance from the HDD, a majority of other games play and load fine, such as Planetside 2 and Titanfall.

 

Are there any fixes for this?

Driver issue most likely

Alright, ill do a clean install.

Nope, clean install didn't work. Damn.
