Ok so I'm trying to setup my brother with a gaming pc for 1080p 60fps on at least medium settings. I know I asked before about this. I was asking if the specific pc would be a console killer but now that I upgraded my pc I have a standard office box and the cooling is not that bad. I will be giving my brother my old parts to use. This is what I have so far:

i7-3770k

MSI b75a-g43 gaming

4GB RAM (will upgrade later)

Old office case

This pc will be connected to the TV and only be used for gaming and nothing else. He already owns a first gen i3.

Still need to decide on psu. It all depends on what gpu he goes for. So what GPU will you guys recommend at minimum. I was thinking about either the r7 260x or r9 270. I want to go as small as possible. The office pc comes with a 400w psu with 2x12v rails and 19a per rail (I know it will not do 19a on both rails at the same time) I can always try and convince him to get a entry level psu. So If I must get a psu what would you suggest me.

Just to let you know I'm from South Africa and will this be enough to power let's say a r9 270?

Just one more thing. He's more into like racing games. Nothing much other than that.

I wouldn't trust a R9 270 on 450w, but it should work, regardless. What's the max budget you have for a PSU? It's rand or something like that there, right?

The r9 270 wont be any problems. the system will take about 350w so there should not be any problems.
But a little more hearroom would be nice but it isnt needed.

Yes we work in Rands here. Everything is a little bit more expensive than in USA. Anyway I don't have a budget but want to go as cheap as possible. I will only be running 2 HDD. 1 for os and 1 for games. We won't even be installing much of anything else he can even download like the drivers from another pc. He's really looking forward to project CARS.

We can also assume that the corsair vs 450w should be somewhat good. At least it's from corsair and not some other cheap brand. I'm sure corsair rate all their power supplies as continuous . He won't even be watching movies on it cause he can do that through his tv anyway as it's a smart tv. The thing is if I get the r7 260x he might be able to get away without buying a psu but I feel that the r7 260x might not give such good fps in most games where the r9 270x for a fair bit more.

Looking at PCPartPicker, multiple builds that contain GPUs that recommend 600w or more have been used flawlessly with 450-500w power supplies. You should be good, but I don't believe the Corsair VS450 has 80+, which isn't good. Most PSUs have at least 80+ Bronze which can cut down on your power bill.

I would recommend this for a little bit more:

http://titan-ice.co.za/gigabyte-greenmax-plus-550w.html

It has decent reviews, and will be much better at handling your planned system.

So luckily I had a 750w. The pc it was in doesn't even need a 750w anymore so it will go to good use now. The psu is the cougar 750cm with i think 4x12v at 19a per 12v so I think it should be more than enough. I completely forgot about that.

Perfect. Cougar isn't much of a reputable brand, but it will easily drive that system. Since it has multiple 12v rails, don't get the cables mixed up. You have to put them in the right slot.

Well as long as he can run the system it's fine. I'm sure it would handle even a r9 280x but we will stick to r9 270 or r9 270x. What would you guys suggest me.

750w will easily handle a 290x or 780 Ti. If you can fit a R9 270x in your budget, I would take that route as long as you're not making big sacrifices to obtain it.

I saw just one bad thing about most of the r9 270x cards and that is size. it might be to big for the case but will measure it tomorrow again just to make sure. The one thing I like about club3d cards is the size. it's smaller than most other brands.

Diceair

I'd go with the 270 (not x because they are basically same cards but one is clocked lower)

The price/performance of this car is just unbeatable.Find the smallest and pick it up.

 i5 3570k @4.all over the place || CM Hyper TX3 Evo || ASRock Z77 professional-m || 8GB G.SKILL Ripjaws Z 2400mhz CL10 || MSI GTX770 2GB OC'd 1280/3825mhz || ADATA SP900 128GB || Fractal Design Arc Mini R2 || Logitech G502 || Audio Technica ATH-M50

That's what I was thinking. I can also try and overclock the 270 to almost 270x speeds
