60°C is perfectly fine

How do you know it's throttling? The temperature alone won't tell you if the card is throttling or not.

I was playing tera at 1100 clock speed and then suddenly i hit the 60 mark and my speed decreases to 888. Was watching trough msi afterburner. Also went from 60 fps to about 40-50.

 Something is wrong, your GPU shouldn't throttle at 60c.
