Gpu throttling

My gtx 650 is throttling at 60 celsius is this normal ?

Gear:

cpu amd fx 6300 - 3.5 ghz , 6 core

8gb ddr3 1600 mhz ram

psu 550w

Ssd 1 tb

How do you know it's throttling? The temperature alone won't tell you if the card is throttling or not.

I was playing tera at 1100 clock speed and then suddenly i hit the 60 mark and my speed decreases to 888. Was watching trough msi afterburner. Also went from 60 fps to about 40-50.

 Something is wrong, your GPU shouldn't throttle at 60c.

get evga prescion x and put temp target at 75-80c see if that help
