What OS is it? I know in Android you can go into developer mode and change the animation speed. this may be something similar like the animation speed was changed from 1.0 to 5.0 etc.

You can try this and see if it does anything. If it doesn't, it's probably a hardware issue.

Yah that's almost certainlly the screen panel. RMA or replace.

Ahh, a few of the lenovo thinkpad E545s have a issue similar to this.
it is hardware, RMA it.
