I should say that I destroyed all vehicles with a Mobile AA (Tunguska and the Type 95 AA) and have the three anti-vehicle ribbons. Does portable AA mean the Stinger? I think I just figured out the problem.

I'm trying to unlock the MP7 but it I can't for some reason. I have the Anti-Vehicle ribbon part done, and I have destroyed several air vehicles, on China Rising maps, but have not unlocked it. Does anyone else have this problem?

You need 3 anti-vehicle ribbons and destroy only one air vehicle, but with a Portable AA

Yeah, it's quite frustrating. At first, when I was trying to get the MP7 (a few months ago) I was also thinking that I need to use something like the Tunguska  :D
